Phosphorus Management Plans (PMPs) are being used as a tool in Minnesota
NPDES permits to get municipalities to work toward reducing the amount of
phosphorus being discharged into the Minnesota and Mississippi Rivers.
This tool is being met with reasonable success in terms of starting up
industrial monitoring programs, looking at P2 options, and general load
reduction. But we would like to provide additional resources to help
encourage greater reductions. Does anyone have resources along these lines
for point sources such as templates, samples, or other models of phosphorus
management plans?
