We have a report on our website "Measurement and Pollution Prevention for Programs:  An Overview of Methods and Listing of Resources," (http://www.pprc.org/pprc/regional/topical/measure.html), that may help some.  It does not provide a ranking of measures, but does provide information about tools and resources available to measure the effectiveness of P2 efforts.  It may help in trying to determine what to winnow out or your project.

I am looking for any existing rating systems for ranking Pollution 
Prevemtion measures. I have the task of wading through a very 
large number of very diverse P2 measures and picking the best of 
the best. We need to come up with a ranking system (ie 
environmental, cost, health and safety, etc) Please respond
