Executive Director Position
Northeast Regional Association for Coastal Ocean Observing Systems
(NERACOOS)
Background:
The Northeast Regional Association for Coastal Ocean Observing
Systems (NERACOOS), a nonprofit organization (
http://www.neracoos.org) established as one of the Regional
Associations within the National Federation of
coastal ocean observing systems, seeks a dynamic leader to serve
as its founding Executive Director.
NERACOOS's mission is (1) to lead the development, implementation,
operation, and evaluation of a sustained,
regional coastal ocean observing system for the northeast United
States and Canadian Maritime provinces, as part of the United
States Integrated Ocean Observing System (IOOS); (2) to promote
the development and dissemination
of data and data products that meet the needs of end users; and,
(3) to advocate for the regional, national, and global ocean
observing system through education and outreach.;
Job Description:
The Executive Director leads the organization under the guidance
of the President and NERACOOS Board of Directors. The Executive
Director manages a professional staff to support operations and
coordinates the effort of a number of teams, committees, and
working groups that have been developed by the organization to
accomplish its mission. Functions include serving as principal
spokesperson for NERACOOS, providing leadership and guidance in
the development and implementation of programs (scientific,
operational, and business), oversight of grants and contracts,
coordinating proposal and fundraising activities, leading outreach
and public relations, and serving as a primary liaison to the
Board of Directors.
Position Location:
A coastal New England state; exact location yet to be determined
but partially dependent on the individual selected to fill the
position.
Required Expertise and Skills:
1. Ability to expand ongoing partnerships and develop NERACOOS as
a lead center of ocean observing expertise and a competitive
Regional Association.
2. Ability to coordinate committees, teams, and working groups to
accomplish the mission.
3. Experience in managing support staff and providing financial
oversight of grants, contracts, and donations.
4. Demonstrated skills in raising funds from government (state and
federal) agencies as well as corporate and private donors.
5. Ability to work effectively with the President, Board of
Directors, as well as with members, government and private funding
organizations, elected officials, agency staff, and scientists.
6. Ability to develop and maintain an active working relationship
with representatives of the National Oceanic and Atmospheric
Administration (NOAA) IOOS office, other Federal agencies, and
other Regional Associations through the National Federation of
Regional Associations (NFRA) to ensure that NERACOOS protocols for
governance, information management and delivery, and
administration are consistent with those being established at
the national and regional levels
7. Ability to facilitate consensual decision making among
disparate points of view and serve as spokesperson for these
decisions.
8. Excellent speaking, writing, computer, and presentation skills
9. Demonstrated experience in a relevant scientific or management
discipline (e.g., as a principal scientist or program manager) and
sufficient understanding of ocean observing technologies,
infrastructure, and systems to manage and expand NERACOOS
10. Ability to travel and represent NERACOOS at state, regional,
and national meetings and forums.
Qualifications:
The successful candidate must have:
1. At least a Masters (PhD preferred) degree and/or equivalent
experience with 5-10 years in increasingly responsible positions.
An advanced degree in Marine Sciences, Engineering, or Business or
related disciplines is
preferable.
2. Experience with and understanding of Integrated Ocean Observing
Systems (IOOS) and the governance, technical, and operational
roles and goals of Regional Associations.
3. Familiarity with federal/state ocean policy issues.
4. Experience in organizational and staff management including
financial management of grants and contracts.
5. Wide fund-raising experience.
Salary range:
Full time position with fringe benefits, annual salary
commensurate with experience. Position funding: Funding currently
available for 24 months with the anticipation of additional
funding that will extend the position. Continued
employment will be contingent on individual performance,
successful transition of NERACOOS into an operational
organization, continuing federal or other support for Regional
Integrated Ocean Observation Systems, and successful applications
to fund NERACOOS programs.
