Dear Colleague:

As you may be aware, critical decisions with respect to the future of
water takings from the Great Lakes Basin are being made at this time.
In a matter of weeks, the Council of Great Lakes Governors and the Premiers
of Ontario and Quebec will release the Annex 2001 Draft Agreement. A 90-day
public review period will follow. The Annex 2001 Agreement, a supplement
to the Great Lakes Charter of 1985, is intended to set a new common standard
for the Great Lakes states and provinces with respect to withdrawals and
diversions of water from the Basin. The Agreement will have profound and
far-reaching consequences for the ecology, the economy and the communities
of the Great Lakes Basin.

Because of the importance of this issue, and to assist Great Lakes
businesses and interested parties in their review of the Annex 2001 Draft
Agreement, the Program on Water Issues, Munk Centre for International
Studies, at the University of Toronto invited award-winning author and
journalist, Andrew Nikiforuk to conduct an in-depth analysis of Annex
2001. Mr. Nikiforuk has completed a discussion paper entitled, Political
Diversions: Annex 2001 and the Future of the Great Lakes. His findings
will be presented at an upcoming event entitled, "Political Diversions:
Decision Time on Taking Water from the Great Lakes".  A Position Panel
will lead what we anticipate will be a lively and thoughtful debate and
discussion. The Session will be held in the Campbell Conference Facility
at the Munk Centre, University of Toronto, 1 Devonshire Place, on Monday
June 21st from 1:00 p.m. to 4:00 p.m. and will be followed by a Garden
Reception from 4:00 p.m. to 6:00 p.m.

The paper will be available one week before the session, on Monday, June
